Message from the Chair

The Caribbean's next posture will not be written for us. It will be written by us — together.

On 1 July 2026, Prime Minister Pierre assumed duties as Chair of the Conference of Heads of Government of CARICOM, carrying lead responsibility within the Quasi Cabinet for Sustainable Development — Environment, Climate Change, Disaster Management, and Water. In that capacity he has guided coordinated regional action on climate resilience, ocean governance, disaster risk management, and water security, and advanced the Community's advocacy in global environmental decision-making.

Under his portfolio, CARICOM adopted the Environment and Natural Resources Policy Framework (2025) — now part of the CSME architecture and the regional basis for cooperation among Member States on the protection, conservation, and sustainable use of the natural resources that underwrite Caribbean economic development.

"I believe that our youth play a crucial role in promoting environmental sustainability. The environmental sector offers many opportunities which, when coupled with relevant skills and training, can allow young people to secure sustainable livelihoods in sectors linked to nature and the environment — Environmental Sciences, Agriculture, and Tourism."

— Foreword, CARICOM Environment & Natural Resources Policy Framework

On the international stage, Prime Minister Pierre is a respected voice for Saint Lucia and the wider Caribbean — advocating climate justice, economic fairness, and stronger regional cooperation. His diplomatic approach emphasises partnership, mutual respect, and the advancement of shared interests among small island states.

It is in that spirit that the Chair extends this invitation. CGDPS '26 is the forum where the region's position on energy, industry, health, public works, the blue economy, housing, and digital infrastructure becomes signed, time-bound, and operational. Delegations, partners, and institutions are called to the table.
